Under the project, Hanoi will have fixed and mobile cameras, which will support the city's Centre for Traffic Light Control under the Hanoi Police.
The first Nguyen Duc Canh Award will be presented to outstanding members of the Vietnam Labour Confederation in Hanoi on July 24.
This was announced at a press conference on July 15 to launch the award, which will be presented to 100 outstanding workers, who record excellent achievements.
The Nguyen Duc Canh Award was established under a decision signed by the chairman of the Vietnam Labour Confederation on August 1, 2007 with an aim mark the 100th birthday of Nguyen Duc Canh, one of the outstanding leaders of the Communist Party of Vietnam, the Vietnamese workers' class and the Vietnamese trade union.
Mr Canh was of the founders and leaders of the Vietnamese trade union.
The presentation of the award is to educate present workers of Mr Canh's bright example in terms of patriotism, strong revolutionary spirit.
HCM City affirmed its continued financial support of local poor people as one of its efforts to see them through the inflation crisis.
Nguyen Thanh Tai, permanent vice chairman of the HCM City People’s Committee, has asked district leaders to extend plans to support the poor throughout the rest of the year.
Under the plan, poor households with an average per capita income of less than VND5 million a year would receive VND50,000 per person a month from now until December.
Those who are receiving social welfare allowances will also be eligible for the assistance.
Funds would come from the city’s Fund for the Poor and districts’social charity funds.
Tai also ordered the Department of Training and Education and the Department of Health to continue working with districts to address poor households’ education and health needs.
A project to upgrade a section of the National Highway 21B with funding from the World Bank and the Vietnamese Government kicked off on July 16.
The total investment capital for the 32.9 km Lac Quan – Thinh Long section in Hai Hau District, the northern Nam Dinh Province, is about VND480 billion (over US$29 million). The Highway 21B, which has a total length of 57 km, is the life-line linking Nam Dinh City to coastal and southern districts of Nam Dinh Province.
Bird flu has resurfaced in the southern province of Long An’s Can Duoc District, according to the provincial veterinary department.
Laboratory tests confirmed that 3,000 chickens, belonging to a farmer in the district’s Tan Lan Commune, died because of the H5N1 virus, although the chickens had been vaccinated.
The farmer culled the sick birds himself. Local authorities have sterilised the affected areas and stepped up efforts to control the disease.
The Ha Noi Police on Tuesday apprehended two men carrying 362 cellphones, worth VND800 million (US$50,000) at the Noi Bai airport.
The two men, who failed to show any invoice for their goods, admitted that the cell phones were illegally imported from the northern border and that they had been hired to transport them to HCM City.
Nearly 1,100 dengue patients have been hospitalised in the southern province of Binh Phuoc so far this year, according to the provincial Preventive Medicines Centre.

The HCM City Police on Tuesday found four workers mixing and packaging fertilisers in counterfeit wrappings at a company store in Ba Diem Commune, Hoc Mon District.
The workers, employees of the Dai Nam A Co Ltd, were caught concocting fertilisers from Chinese wrappings and then repackaging them in Taiwanese wrappings.
Material evidence, including 249 sacks of fertilisers, was seized for further investigation.
HCM City’s People’s Committee has urged authorities to continue to monitor prices of 10 kinds of commodities necessary for production and daily living. They include food, gasoline, fertiliser, medicine, steel, cement, coal, sugar, salt and paper. Local businesses are urged to sell the commodities at prices stipulated by the State. City authorities have also called on State companies and corporations to step up production and maintain price levels.
Every Saturday and Sunday, from July 15 to August 15, volunteer students from HCM City’s Law College will give legal advice on labour laws and traffic laws to workers in districts with several industrial parks (IP) in the city. Students will also visit workers’ dormitories near IPs in District 2 and District 7. The annual summer volunteers’ campaign was launched by the Communist Youth Union last week, with a focus on charity activities in rural areas.
Police of central Quang Ngai Province’s Son Tinh District yesterday detained Vo Dinh Kham, an official of the district’s Natural Resources and Environment Department, on charges of defrauding personal property. Kham allegedly had insider information about Son Tinh Town’s zoning plans and had offered to acquire a plot of land for Vuong Quoc Ninh for a sum of VND180 million (US$10,700). After giving Kham an initial VND50 million, Ninh failed to receive any official documents or land. He then disclosed the case to police.
Forest ranger Bui Thanh Huong was seriously injured in an attack by loggers in a forest in southern Dong Nai Province’s Xuan Loc District on Monday. The loggers were caught illegally cutting down trees in the forest. They escaped after attacking a group five rangers. Huong is now under treatment at Dong Nai General Hospital.
